Once The Player recieves the 
Story Quest "Find the Weathervane" quest from 
Hayden, The Horse Statue can be found on the western side of The Narrows.
Much like 
Caldarus' statue on The Player's farm, or the Dragon Statue in The Mines, The Horse Statue is used to manage skill perks related to the Mount Skill tree.
The Mistmare
It requires 
100 to be able to unlock The Horse Statue and obtain The Mistmare as a mount. By default, The Mistmare has the appearance of a purple horse (though it differs in appearance to regular purple horses as shown below), but that can be changed in the Animals menu after purchasing the 
Nice Ride Skill.

Once unlocked, The Mistmare can be summoned at will (default is 
( = key ) on PC), anywhere outside of a building or The Mines, and ridden at a higher speed than The Player can run.
The speed boost provided by 
Hasty, 
Speedy, and the 
Mine Time Skill all compound with The Mistmare's naturally greater speed.
