On 
Spring 14, a cutscene will trigger where Celine will inform you that you can now collect Breath of Spring and the Spring Festival will occur on Spring 17. The Festival will vary in appearance and shop stock depending on how many flowers you can gather.
Breath of Spring has a chance to spawn anywhere you would receive Essence, so you will accumulate them as a side effect of going about your usual tasks. Celine will visit you the morning of the 17th to collect your Breath of Springs. She will collect them regardless of where they are stored, so they can be safely stored in chests and will still be collected.
On the day of the Festival, villagers will be ranked on how many Breath of Spring they were able to gather. If the player doesn't get enough to rank, then Celine will come in first, Errol will come in second, and Dell will come in third.
